Three things we would check first.

    The additional-unit grant is fully subscribed

    Thunder Bay’s Building an ADU page states that the Additional Dwelling Unit Grant is fully subscribed and that new applications are not being accepted. The page still explains interior, attached, and detached unit forms and the project steps.

    Do not include the advertised grant maximum as a source for a new application. The borrower needs committed cash or financing for the full project unless the City later reopens intake and issues an approval.

    An ADU can change municipal operating costs

    The City warns that constructing an additional unit can affect property assessment and taxes and sewer and water rates. It also directs owners to check lot fit, costs, funding, and permits before work begins.

    Completed NOI should include the new tax and utility position rather than gross rent alone. Servicing upgrades and their timing also belong in the construction budget.

    The multi-unit grant intake is closed

    Thunder Bay’s Multi-Unit Residential Grant page says the Housing Accelerator Fund intake window is closed. It describes density, eligible-cost, energy, permit-closeout, and reimbursement conditions for submitted projects.

    A project without an existing application should be funded without this grant. An applicant already in the process should provide its status, score, eligible costs, and post-completion payment assumptions.
